Player-created hats, clothes, and gears are coming; we know this.
But if ROBLOX is going to do this, they should do it right.
With the removal of tickets, and a new gift system on the way don't expect to gain much variety or individuality from the Catalog (unless you're million robuxinaire Buxly Robuxington). However, that doesn't mean we won't have an opportunity to.
Basically ROBLOX should make a Catalog item creator, and once you create the item, it goes through moderation, and after its acceptance it appears in your inventory (the gear itself cannot be edited after it is made, but its description can, and it can be deleted from your inventory). You are allowed to wear it and equip it yourself, but if you have BC you can sell it for R$.
It costs 10R$ to sell your item for 10R$, 100R$ to sell your item for 100R$, etc. Changing the price costs R$. Players viewing your profile can buy your created items from your inventory and the profits go to you. Once you delete the item however, it is only deleted from your inventory. You can also edit in the description whether people who bought your hat have a right to sell it. If they didn't buy your hat or item with selling rights they cannot sell it (so in a way you can make your own Limiteds). You can also take the hat offsale. There's a sales tax on your profits and that money goes to ROBLOX, however.
Once you become exBC, your items are still onsale, but once you take them offsale you have to be BC to put them back onsale.
I feel like this is a good way to handle the new Catalog item creation system, and would help spark the economy a little. Also, if these shops are on profiles only, it kind of adds to the novelty of buying items from players which can in turn encourage more sales and exploring profiles.

TL;DR Item creation system is done by players selling their created items (after moderated) in their player inventories. Their items can only be found in their player inventories on their profile and you buy them directly from there. If bought with selling rights you can then sell that item on your own profile inventory. Only BCers can put their items on sale (but once they're exBC they stay onsale until they decide to take it offsale) but everyone can make items that they themselves can wear. |

Players could also sell their items in their places, and in their "Items for This Place" tab for their game page.
Also maybe people could even sell their items while their playing games as an in-place vendor sort of thing (this could be disabled or enabled by place owners).

Not sure. I don't believe that anything about how the system is going to work has been officially announced. Not yet.
