If someone could gift it would be like trading except with less steps and you getting nothing. Basically if a scammer had his account "glitched" so he couldn't trade he would ask the guy to gift eachother instead. Scammed. Plus you can gift by offering someone your hat for nothing and they just have to accept. Simple!
