The team that wins the Cricket World Cup is actually the best cricket team in the world, because almost every nation competes in qualifying, and the few nations that don't, do not have enough of a stable cricketing environment to even be able to compete(they'd struggle to put together a squad of 15) and therefore cannot gain ICC affiliation.
