Kids are going to be mean to each other, that's just human nature, unfortunately even if there were more moderators it would still not stop the problem.

The child of the parent online could sneak on the parent account while they are getting food or something, and mute / time out / kick everyone. He could also find out the parent's login info and basically shut down a server by putting a full server into time out.
