Every year all-pro rosters (formally pro bowl rosters) are made out of the league. What I'm proposing is that whoever is counting the votes creates a roster based on votes.
Top voted players at their position (1 QB, 1 RB# ###R#,####E#,####E#, MLB, 5 CBs) would be named to the first string all-pro roster. These players would be considered "elite players"
Same thing for second string all-pro. Those who were voted to this would be considered gold players
3rd String all-pro would be considered silver players, and then those who arent on those top 3 rosters would be considered bronze.
Each team would have a cap of 40. Elite players are # ###### each, gold players are # ###### each, silver players 2, bronze players 1. This would allow for 10 elite players (out of 16 starting positions) to be on a team. Obviously these players could play both sides but it just wouldn't be ideal. So teams would have to limit themselves to around 5 elite players or less, and it'd add a balance to the team. Head coaches would not be counted against the cap.
Obviously, some teams are still going to be bad, some are still going to be good, and some teams are still going to be great. That's the life of sports. All this does is prevent the same group of people from being together every season and teams being left with no elite players on them.
