I think it could, at least better than teams like Arizona and Florida
With a population four times larger than Buffalo and likely a greater passion for hockey, the problem I see is perhaps getting fans from scattered rural populations who already have favorite teams to come. But maybe not, look at the Roughriders |

Buffalo definitely has more passion for hockey that Saskatoon, it's HEAVILY football territory in the entire province of Saskatchewan
That being said it's still better than Arizona or Vegas |

A good question is SLC, the Jazz do really well for a small market and SLC is known for winter sports |

i live down here, the fans are fair weather, i'll give you that. but they have a good young core, probably the best they've ever had. and when they're playing well they sell out games. |

The Panthers need to move to Kansas City and the Coyotes to Seattle or Portland. Then after these two teams have been relocated, give Quebec an expansion team.

As a poor teenager I have enough money on me at the moment to purchase tickets for around ten people to go to a Panthers game and end up moving to better seats, something that can not be said about decent markets |

in terms of capacity yeah, but past that sasktel is far worse. it would definitely work as a short-term arena though

Quick search reveals that Milwaukee does not have an NHL-ready arena like Kansas City. The NBA team uses an arena built in the 80's that they want to replace.
