Some people either can't or won't communicate on Roblox, as a result, you can't befriend/collaborate with them since they don't talk. These restrictions needs to be in place to encourage someone to talk on roblox:
Non-Chatters should be in servers of their own that shuts down after an hour.
Non-Chatters can only join a server once every two hours.
Non-Chatters should not be able to join groups, earn Robux, make games, create items, and buy gamepasses
There should be pop-ups every 5 minutes to encourage chatting.

There should also be a label next to a Non-Chatter's avatar as such.
Non-Chatters should not be able to change their avatars. |

Example : He would probably talk to another, older player, in broken English and be called a noob and ask "What did he say"? What am I supposed to say? I would usually just say "Oh no the server is getting hacked, see that guy right there? He is flying, leave before he hacks you". I agree there should be single player servers if wanted, but all the restrictions are too much just because a person doesn't want to talk. |

How is that a problem? Why are you punishing people for not wanting to communicate? If they don't want to talk to anyone they should not be forced too. |

Some people want to collaborate with people who happen to be a non-chatter. Non-chatters will completely ignore them and may not even read the chat. |

This actually isn't a bad idea. I was in a fighting game when I tries to talk to this one teammate to work together to beat the opponent team. He was completely unresponsive to what I said and didn't do a thing I said so we lost. |

Those are taken too far for a Non-chatter, either it's keyboard is not working and the non-chatter has changed his/her movement setting to mouse mode, But that doesn't mean they're a non-chatter. Some aren't. Their keyboard isn't working. Or maybe the chat filter is too strict, they're concerned about chatting with their words appearing as a hashtag. |
