Depends, make sure that when you reinstall windows that you have the product key on hand, don't make the mistake someone i know did and had to get their laptop into a shop for 2 weeks.

Depends on how you mean remove. If you are talking about refreshing your PC then that should remove any viruses or malware you may have, but if you went full windows reset then you will have to download and set-up everything that you had on your PC. I would recommend just doing a refresh rather than full re-installation.
