The reason it is there is to stop spammers. Spammers take the whole lot of comments on everything.

Yes, you can only post one comment every 60 minutes. I don't think it needed to be this dramatic.. maybe 10 minutes. But something had to be done because people spam the heck of out games.The comment section is meant for feedback, not for promoting your game(s). Another idea would be that you could be able to flag comments. This would make it so if you see someone spamming/advertising, you could flag their comment, a mod would take a look at it and take the necessary action.
