Group Admin - New Admin Power

I believe we should have a new admin "power" of the ability to post photos to the group wall and/or on the shout. It will be a limited power (Only those who have the check on their rank) which will limit who posts photos so you don't have "noobs" posting idiotic photos. This would be helpful to see what you've missed, upcoming events in the group and more. And as of course, the image must pend before it is posted. It would be much easier to most a photo instead of a link. This would especially help the users using the web version on their mobile devices.
