They are both hats. To do this ROBLOX would have hair seperate from meshed hats. |

Semi-Support, as making hair fit under hats would require a completely different mesh to work properly. |

Make three layers.
Like Hat A can be Layer 1 which goes on the bottom, Hat B layer 2, and Hat C layer 3 at the top.
