Your account needs to be older for you to make a paid access game. I recommend trying to make a successful free game first so people will want to buy your great paid access game!
It will let you, just go to game configurations, there should be something about paid access, and, make sure it's a game worth playing, or don't try to if it sucks. :D

Im having the same problem... It will let me in my old account, but not on this one. How long till I can sell access?? I have a game worth selling.
