System 3 seems safest. Yet some of the council could argue and not get along.

Emperor John, sir.
It has been an honor to serve you and to fight alongside you, as I have done multiple times - against USSF, at Outpost Indigo, at Fort Fang, at Battle Over the Bridge. Most of us will be equally depressed about your leave, but I understand about moving on to bigger things - in real life, rather than in a videogame. However, we can tell that you have the capacity to do great things. You changed a small group of people into one of the most culturally diverse and powerful clans in the Roblox world. You almost succeeded in revolutionizing the world of millions of players.
For this reason, I understand that you will be moving on to achieve equally great things in real life. However, most of us are still loyal to YOU and you alone. It is for this reason that I vote for the Council system. You would not be particularly active, but you would still be there, and JOHN'S Cobras would still exist. It would no longer be JOHN'S Cobras if you left it to another Emperor or a completely new dictator. You may not have to always be there as you are now, but you are still present - in person and in legacy. I hope this will always be so.

System #1 would probably be the best, and putting John at the rank below. Unless of course, the group is given to someone that is undeserving and destroys the group.
System #2 is basically Supreme Commander, and we all know how that went with x1 and Thep.
System #3 is basically Field Marshal.
These systems have been tried and obviously something went wrong if they are being abolished. |

John, let's be honest. #2 Is essentially Supreme Commander, and we all know how that turned out. #3 will likely lead to fighting. The only solution I can see is that John keeps active in John's Cobras for as long as possible. I don't want it to shrivel and die away under a sad leader (if john gives the group away), I want JC to continue to grow into the clan it is meant to be. And I don't want for it to be accomplished with anyone other than John as the leader.

I must agree with System 2, yet disagree with your cons for System 2. I see no flaws with this, nor do I see any possible way to say you're "keeping it for fame". You're already famous, both by those who love you, and by those who hate you.
Rather than keeping it for fame or greed, you'd be keeping it for safety. We don't want something to happen where another Epicrules takes the group and tried to change it, or another steff2k8 takes the group, gives Corporals exile powers and refuses to return the group. (Yes, I know steff is back, and all is forgiven now - merely using an example of someone's future acts that we don't want in the clan.)
I see System 2 as the best decision, having a council of members seems like it would be cluttered and chaotic, having meetings all the time over different matters, and what if the Head Councilman just overrides their votes anyway? What happens then?
Of course, System 1 has SEVERAL flaws, and is VERY risky. I would advise against System 1, unless it is one of JC's veterans, someone like hammer124 or dudiebum10(if he's active now), someone who's been in a leadership role in the past, someone who is, without a doubt, completely fit for the job. Regardless, even if someone is fit for that role, I still like the idea of having John there to supervise still.
Overall, I vote for System 2, advise against System 1, and would (perhaps) settle for System 3.
