Proposal: ChatSettings object

This can go inside of UserSettings() and be manipulated by both the user and the CoreScripts It will allow for chat customization by the user, such as chat history length, chat visibility, name coloring, etc. What do you think?

Seems cool. Except that I don't know what UserSettings() is.

UserSettings() is that thing that can already be manipulated only by CoreScripts
