It would work like groups do, there isn't a page that lists all the groups. However, you can go to group URLs, find their ads, and search them.

This is not a good idea, sorry. If you want personal forums then you can host it yourself. Moderation is a big deal, and it's not like roblox will just come up with a solution to many rampant forums.
