I support.
Blocking is easier than reporting.
Plus, usually nothing happens if you report someone.
For example, (this actually happened to me btw), this person was using extremely inappropriate language and breaking several ROBLOX rules. I reported them. And they were never banned.
Also, someone might just be REALLY annoying you.
You can't freaking report someone for annoying you.
But you can block them for that.
Also put this into thought:
Let's say you're famous. AND THIS ONE CREEPY DUDE FOLLOWS YOU EVERYWHERE AND YOU DO NOT LIKE IT. What do you do? Well, you can't report them for following you; following is not against the rules. And that is why you BLOCK THEM instead. Problem solved.
