When the "Chat" CoreGui is disabled (No chat GUI, bubble or bar) then the speech bubble should also be removed. There is no way of seeing what is said through it, so why is it still there?

Because your ideas ARE easily Scriptable :/ Unless something is impractical to script due to lag or glitches or something similar, then it's best if it's left to the users creativity and skills. Anyway, if they made a party system it would be like their current CoreGuis: buggy, ugly and stupidly restrictive.

I talked to sim0nsays and zeuxcg about this they said that they are going to fix that soon (They plan on reworking a lot of the safety chat stuff)

Turorial yea they are planning on it but remember when someone says they are going to add something new it can take like 8 years. (Like what happened to articulated physics)

Articulate physics isn't going to be ready for awhile anyway though, right? Anyway, do you have any clue what they are adding next? I would love to know what the next big update is :D
