Take a music theory class.
There are twelve different notes.
I have perfect pitch, and I know for myself that not all sounds are music notes. Wind is not music. Nail clippers are not music. Slurping from a coffee cup is not music.
There are certain situations where objects can be music. Rubber bands, tapping, and a loud bus engine running can be music.

Technically speaking, I don't think dubstep is "arranged sounds". Sure, they're all placed and played at one point in time. But having just a bunch of crashes and police cars roaring and people sipping from coffee cups is not music.
