Gaten, the Confederation's current activity rate is 80%. At least keep it there. Also, make sure you DO NOT lower the prerequisites for entrance! Also, make sure you finish the HQ and make all of the other bases/outposts. I really hope that you finish all of this by the time you pass on your legacy and finally quit. Good luck!
