Go to 1, wait a little bit, then bring it back to 10. That usually works for me, but sometimes it might just be the game being too realistic or something. Or just keep it on 10, and wait to see if it loads.

Textures have to be loaded internet wize, is other decals working for you? A low end graphics card may also stop textures and texture quality.

Yeah, decals are fine. I don't think the 650ti is a low end card. It's fine for 1080p gaming...

Have you messed around with the graphics settings? There's a way to turn textures off entirely if you accidently enabled it or somehow.

I pressed reset, to make sure that wasn't the problem. It still doesn't work... I am building a new computer soon. I'll wait till then.
