I am not a moderator... I can help you though! They disallowed account billing as a punishment! No matter what you do you have almost no hope. Contacting a roblox moderator should help you. The only way you can fix this.. Is by calling rob lox up, Sometimes they disable it because, Fraud, Scamming, etc. Or mabey your typing in the card numbers wrong, I don't know but the best way to find a Moderator is through calling Roblox or E-mailing them
