What if you could retexture a hat and wear it as a hat! not in-game like you add it to you'r inventory! but it would cost around 40R$-80R$ So not everyone could create a hat.

People would quickly take advantage of this, uploading rude textures. That's what happened with Blender files. Of course youc an still import them, it's just no longer condoned by ROBLOX.
