COULD NOT RETRIEVE BALANCE!

I wanted to go to some shop on roblox like kestrel etc. and I saw this epic suit I went to buy it and I get a notification "Could not retrieve balance..." .-. This happend to me before I had to reinstall Windows7 because nothing else worked!
