It shouldn't only be for veterans, I think you need a few weeks - 3 months of experience though. And for your vote you should most likely have a reason anyways.

Maybe also users can make their own petitions and let each other vote on it. Like once a petition has 500 signatures the ROBLOX staff is alerted and must check it. Also, if a petition has an overwhelming amount of sigantures (Like in the 10,000s-100,000s) the staff must change or add what the petition asks for. |
