Let me start off by saying this idea may of been over-suggested at one point, but I'm posting my version of it.
Sound prices, 100r$ for 120 seconds.
This is great full two minute sounds, for only 100r$!
The problem?
It doesn't matter what the length is, it costs 100r$ no matter what.
This idea is to exchange a rate at r$/second.
Keep in mind, it's Roblox's choice to choose the price.
However, at the current rate if you divide 120/100(r$) you'll find that 'rate'.
Which is 1.2r$, round down, if you'd like, which is 1r$. (Keep in mind this is to prevent decimals in our currency)
So per-second would be about one robuck. (At the current rate)
I see the pros of this idea as more sounds on Roblox for developers to use without having to take a 'large' (to some small developers) 100r$ payment.
It'll allow people who make weapons a chance to upload those weapon sounds without chucking over 100r$. Simple sound effects like collecting a coin or money, could easily be purchased. I could repeat these 'pros' but they are all the same. Aiding the developer and making more sounds possible on Roblox.
Now, I also see just a few cons with this idea. In fact, the only real con is the moderation. With more sounds you'll need to have more sound moderators. Which is easy if the sounds just one or two seconds long. But they are bought more frequently. Making it maybe harder to moderate due to the number coming in.
But isn't that one con enough to make the whole Roblox community be able to come alive?
Keep in mind all prices have to be fixed on Roblox's terms not my own or anyone else. My idea is to have a single price fix for one second of sound, that will be added per second or so. For example if someone bought 30 seconds of sound, 30r$. That's at the current 'rate' Roblox has made. I'm aware that some sounds may be 11.7 seconds long, and you'd have to round it to the next second.

Make it 1R$ per second, but have a starting fee of lets say, 30 R$.
So, 10 second sound = 30R$, 30s = 30R$, 60s = 60R$.
Why would you wan't a starting fee? Like you said, the moderation team that needs to approve all the sounds would easily get flooded with tiny sound clips needing to be approved. You wouldn't want that, moderation is pretty slow already as it is.

Probably one of the most well thought out ideas I've seen in a while. I really like this idea, but I agree that there should be a charge for everything. I do like this idea, but a second of sound for a robuck can cause way too many sounds to be made. Also, people can freely buy more sounds that one together make something inappropriate, which can happen now, but isn't common because of the price. I do like the idea and I fully support it, though.

As filiptibell and Paramore2 said, a standard price may help and make it so members cant spam sounds. Also, if sounds were free, the moderation team couldn't handle it. (With the small size and large amount uploaded.) Tickets can also be transferred to robux even at a rate that may seem high for NBC. This updated will not 'lower' the ticket value, but maybe even make it easier for NBC's to upload sound with a cheaper price.
Hope you rethink your opinion on the idea.
