All of these sound great. I couldn't choose between them.
Division tab = Nice to have
Permanently Ban = Needed to be added long ago
Cheaper Uniforms = more participation in groups
Online member count = shows your clans activity

I will rank the items that you listed in order of 1 being the one I like the most, and 9, being the one I like the least.
Now, I like a lot of these options. The only one that I think would not be helpful very much would be numbers 7,8, and 9.
1- Division tab
2- Online member count (below total group member count)
3- Official group shout notifier (can be turned off)
4- "Concede Defeat" button for the owner only, which declares the other group victories. This could be added to a tally for the groups, perhaps.
5- Pinning notices to the group status.
6- Cheaper uniforms
7- Permanently ban users from rejoining
8- Shared ownership
9-Option that only allows group members to purchase group items/uniforms |

-A category for when a group is created you can place it into the certain category you would like (division, clothing, clan etc). Accessories to the group page to suit the category you chose. For example, if it is clans, when someone joins the group there could be a message that is sent to the user. For clothing it could have a gallery with all the designs and ideas. |

Cheaper Uniforms.
If you look at decals of group victories back in the day, you'd see everyone in uniforms, now it's hard.
Instead of official group shout I'd like to see Group PM feature which sends a PM (toggled in account settings) for a group.
