I don't think changing the color of terrain is possible. Would be cool if you could though.

The only way I can image is using light on it, if you put a green light on the water, I think it should really look like green water, but that might not be a good solution... :/

I don't think that's possible, the property of terrain is locked. But what you can do, is if you want the water to be purple, put a purple sky and the sky will reflect onto the water, thus causing it to be purple.
