Until they have X amount of Player Points to confirm they are not a bot. Many websites have this, and it works very well.

How about a certain wait time on messages, send out more than X amount of conversations in a given time and you can't send out anymore, but replies and such are still able to be sent fully, because then they replied and you aren't using a new message.

The player point idea is horrible instead as is suggested above there should be a wait time on new accounts.
