FEAR; New HR guidelines needed!

~Petition~ I am a proud Captain of FEAR, and I am very active with it. I have been there, done that, and saw what there is to see. But now, a lot of HR's I know and come to respect, are becoming "corrupt" so to speak. Take Iroc for an example, he has disobeyed guidelines, and yes, he was punished, but many other HR's are doing the same and aren't getting punished due to the fact that our guidelines are outdated! Loopholes are common, and we need new, strict guidelines for the HR's! They are becoming overly aggressive at times, and I demand new guidelines, not just for me, not for my piers, but for FEAR as a whole! I have no FEAR of anything like that, if anything, I should be the only one to be punished, I am starting what others are calling "The great revolution" the most they can do is make an example of me by punishing ME. If they punish everyone, that would just contribute to my side of them stepping over the line, so I would get more followers. They would be helping me in a way.
