Sometimes it takes hours for mods to approve things, so instead of waiting around for the ad to be approved so we can run it, it can automatically run.
It's like this: when you submit your ad to be reviewed, you can bid on it right after submitting it. Then, the ad will run on it's own whenever it is approved using the bid you placed.
If the ad is disapproved, you keep your money and the ad doesn't run.
