Make it so 13- users change account settings

I tested on a diff account thats 13- and you can't change the account settings. Roblox can you bring it back? 13- users cant change their message settings and they get spam if its on all users.

^ its not a troll. whitelist could get spam messages if the message settings is on All Users.
