Because of Roblox's goal to be creative, i think this would be a good step, considering that although custom meshes were banned, Roblox could allow people to make their own hats. There are limits to creating the hat, for example it cant be too wide or tall, and like clothes it has to be allowed by a moderator first before people can sell their hats. When they sell their hats, they can choose the ticket price and the Robux price, and they are the only people who are allowed to set a price. This is something that Roblox already does with hats, so they can incorporate that into a person selling their own hats. People can also trade custom made hats too.
I know this sounds like a "Bring back custom meshes!", but if Roblox allows people to make their own clothing, then they could take it a step further and allow users to make their own hats.

I support 50%
Bad 50%: LImiteds would have no value. People would be making dominuses and Sparkle Time fedoras. It would also lead to people getting mad for other people copying their hats. Unless there would be a system where it won't allow any ROBLOX player to copy a hat or make a Limited/LimitedU item that was already made.
Good 50%: It boost your creativity.

I semi-support this.
Last time, I made a suggestion similar to this one, but when users gave me feedback, I realized the cons of what could happen when people can make their own hats.
Maybe allowing users to make their own hats, but with different meshes and textures.
And the common limited hats like the dominus, fedoras and top hats should be restricted... |

Maybe if there was a system where moderators reviewed the hat and had to give the OK in order for it to go onto the Catalog.

I dont think people can even copy dominuses and sparkle time hats, its probably just going to be a retexture thing and you cant put a value to them |

I don't support. Reason? People are just going to make tons of fedoras and dominuses. The hats made by ROBLOX are then going to lose value, and become worthless. Also, Online Daters might start abusing this and start making terrible hats.
