Disav0w due to the amount of work he puts in comparably to the rest of the Generals. Pepiblox is start to do more, along with Zach2222, but let's be honest here. Disav0w does a tad bit more. Or quite a bit. Depending on your thinking.

Disav0w He actually doing something for FEAR and actually cares about his FEAR members. He is helping with development and has a lot of knowledge in organizing the structure of FEAR. For me I would say Disav0w. Not only because he is starting to host some events, but he is teaching future Officers to be good ones. Heck, he founded FMA.

Towards the comment about FMA, he didn't actually found it, he merely brought it back with the same goal, but different procedure. And because he did most of the work the last time, it shouldn't be surprising to see him doing most of the work with this one, and because he is the DoT, it is kinda expected. But he does want some help from other HRs, hint hint.
