It's the closest Canada match I can find to SWAT, it's basically SWAT but not as over powered and badass.

Maybe the reason why SWAT has to be OP is to take armed criminals down without the risk of casualties. It would be bad for a law enforcement official to die on the line of duty, with reputations ruined also. Also post-9/11
