Its kinda hard to tell exactly which Country made it, it slowly developed over a series of years in different countries, so really, its uncertain which country really did invent ice cream.

Well, USA may have made Modern popsicles, but it is Believed that the Romans made Frozen treats with Fruit juice and Ice many many years ago.
