SUBJ: Rules and Regulations
PURPOSE: This manual establishes the authority, policies, procedures, and standards governing operations of all active, reserve, retired or other members assigned to duty with the United States Military.
ACTION: All unit Commanders, Commanding Officers, Officers-in-Charge, Joint Chief of Staff Personnel, and regular members shall comply with the provisions of this manual. Internet release is authorized.

[P.1 - BASIC RULES]
- Respect the rank first, the decision second, branch third, and the person last.
- Act in a mature way, use grammar and basic English mechanics.
- No petitioning, campaigning, or voting for positions or ranks.
- No rude, hurtful, disrespectful, or slanderous statements made towards others.
- Follow orders from a superior officer.
- Bring to your superiors solutions, not problems.
- Do not use emojis or emoticons (Like " :D , :P , :3 , xD " and others).
- Never lie, make untrue statements with the intent to deceive.
- Never cheat, never practice fraud or trickery.
- Never steal, never take the property of another wrongfully.
- Never attempt to deceive, never attempt to present as valid that which is false or invalid.
- Public service is a public trust, requiring you to place loyalty to the Constitution, the laws and ethical principles above private gain.
- You shall put forth honest effort in the performance of your duties.
- You shall not knowingly make unauthorized commitments or promises of any kind purporting to bind the Government.
- You shall not use public office for private gain.
- You shall act impartially and not give preferential treatment to any private organization or individual.
- You shall protect and conserve Federal property and shall not use it for other than authorized activities.
- You shall not engage in outside employment or activities, including seeking or negotiating for employment, that conflict with official Government duties and responsibilities.
- You shall disclose waste, fraud, abuse, and corruption to appropriate authorities.
- You shall adhere to all laws and regulations that provide equal opportunity for all Americans regardless of race, color, religion, gender, national origin.
- You shall endeavor to avoid any actions creating the appearance that you are violating the law or the ethical standards; whether particular circumstances create an appearance that the law or those standards have been violated shall be determined from the perspective of a reasonable person with knowledge of the relevant facts.

[P.2 - COURTESY & RESPECT]
- Follow all orders given, unless performing the task would break a rule.
- Do not openly express violent, misleading, or hurtful personal opinions.
- Do not petition against senior members.
- Do not make slanderous use statements against senior members.
- Respect all members as equals.
- Motivate, mentor, and aid fellow members as equals.
- Report violations of rules to the proper authority.
- Respect the decisions of superiors and officers-in-charge.
- Freedom of Speech is not a right in the military. You speak when told, and speak with careful thought on what you say.
- Do not fight with fellow members.
- Do not join more than one branch at a time.
- Respect the individual regulations provided for by the branch.
- Do not wear inappropriate, disgraceful, or false clothing or clothing items.
- Government members should be respected as a superior, but shall have no operational command influence.
[P.3 - EXPLOITS & ADMIN ATTACK POLICY]
- Should a game become exploited or "hacked", all service members should instruct others to leave the server and shut down the server, if possible, as soon as possible.
- Service members should not exploit models and release them on public domain without proper consent from the original creator.
[P.4 - GRAMMAR & SPELLING POLICY]
- Service members shall use reasonably proper grammar and spelling mechanics, appropriate for an American-English speaking group.
- Use words appropriately, with their original intended meaning. Do not use slanderous, slang, or other inappropriate phrases.
- Service members should not curse out of place, use hurtful names, or racial terms. Speak as if you were speaking to your parents, and treat others as you would like to be treated.
- If you disagree with someone, speak with them in private stating why and solve it in private. (Private message or in a private game).
- Politics, religion, family, personal issues, or other private matters should not be discussed in public.
[P.5 - VEHICLES & AIRCRAFT USAGE POLICY]
- Operate only vehicles or aircraft your unit and yourself are certified to operate.
- Operate vehicles and aircraft with care and expertise.
- Operate vehicles and aircraft for the benefit of the team, not for yourself.
[P.6 - RULES OF ENGAGEMENT]
The Rules of Engagement shall follow as such:
> Do not fire unless fired upon, or if a hostile person poses a certain threat to USM personnel or objective point.
- Service members should only abide by the rules of war approved and expressed by the United States Military.
- Service members will only fight hostile forces and not anyone else.
- Service members shall assume any exploited or admin use during a raid a instant victory. All service members should leave the server as soon as possible.
- Service members will fight with their assigned units, and not with others. For example, the Army should raid one place while the Marine Corps raid another.
- Service members, during time of conflict, shall fight fairly with the approved official enemy. Use of overpowered guns, spawn camping, or other unequal odds is prohibited. Non-official enemies may receive unequal force to combat them as an unofficial force.
[P.7 - PUNISHMENT]
Punishment shall be assigned to the person according to the severity of the
1st Offense - Warning and Explanation of what was done wrong.
2nd Offense - Demotion one pay grade or removal from unit.
3rd Offense - Demotion to [E1BMT] and removal from unit.
4th Offense - Dishonorable Discharge from the Branch.
More severe actions may skip directly to 3rd of 4th offense punishments.
Progressively and continuously disruptive personnel will be dealt with by the collective Joint Chiefs of Staff.
Severe actions may be acted on by the Joint Chiefs of Staff or higher authority.
All USM personnel are subject to exile, imprisonment, or demotion based on the circumstances of the rule break.
If you see something wrong, contact a superior, and then contact his or her superior as well to ensure the issue is resolved.
