In the sense of power, skill, affairs (internal and external,) leading etc. I did this because everyone's talking about HICOM and how WIJ is the best. 1. VAK - You may think this is bias but it isn't for several reasons. They hold a good reputation and are mature, hold together a schedule with the academy and keep how Vaktovia is today. 2. WIJ - They don't release what they're doing, they are mature and hold a good reputation. 3. Dogs and puppy lovers. 4. FruitsZ. 5. FEAR.

FEAR's HICOM is iffy. From what I have seen many of them aren't very active, but they're all smart enough and mature enough.. most of the time.
