A probably good place for you to make would be "Ultimate World Defense". For an example, you would start out with your own little city. You gain money. Then you expand your city with your money. Anyone can start a war with anybody, at any time. You can create weapons, but you need resources (wich you can get from special buildings, like oil towers). And, well thats it..
