The fact that S&I has "blown up" isn't representative of everyone's views. For example, if you were incredibly joyful that an update occurred, would you swarm with other people to the forums to praise ROBLOX? Probably not. You only post when there's a reason to in your own mind, such as when you see something as an issue or want change.
Also, a vote wouldn't work on ROBLOX. The majority of people don't take into account long-term implications/benefits over those in the short-term. You also have the issue that some users don't like change, others are apathetic, etc. If every update was done by vote we wouldn't have things like packages or gamepasses, for example. Both of these originally got a lot of heat from the S&I forum, but now look - They're being used by a lot of people.
