PREAMBLE: This proposal was created in the response to the Invasion of our Public Safety and National Security. SECTION I: This agency will focus on terrorism in the United States, and will try to prevent terrorist attacks that are foreign and domestic. It will be apart of the Intelligence Community and will be a parent agency (Doesn’t report to a Cabinet) however they will report to the President of the United States. SECTION II: The NCTC will provide investigative services to terrorist attacks that have taken place and find the responsible party. The NCTC shall be ran by the Secretary of Counterterrorism. NCTC will work the Central Intelligence Agency, Department of Defense, Homeland Security, National Security Agency, Office of the Director of National Intelligence, Department of Justice, and Special Source Operations with plans on making the United States a safer place to live in. SECTION III: The National Counterterrorism Center will be responsible for providing background checks on intelligence agents and other federal law enforcement officers. The NCTC will have the right to have an agent or officer fired if they fail a background check. The NCTC will work with the Central Intelligence Agency to infiltrate foreign terrorist agencies that pose a threat to the United States, along with dealing with domestic threats. They will also have the right to declare a terrorist group a threat to national security until the President approves or denies. The NCTC will not have the right to break the rights of the American people. If any agent is found doing so they will be charged with the Department of Justice. The NCTC will not monitor any innocent citizen of the United States of America. SECTION IV: The NCTC shall find, infiltrate, and report terrorist groups that poses a threat to national security, or the welfare of the safety to the American people. The NCTC will report terrorist groups to the National Security Council, the Intelligence Community, the Office of the Director of National Intelligence, and the Office of the President. SECTION V: Any agency that deals with terrorism or terrorist attacks is required to report to Secretary of Counterterrorism. Shall be included with Military, Diplomacy, Intelligence, Homeland Security, and any other law enforcement agency that deals with counterterrorism in anyway. This will ensure the maximum intelligence on terrorist groups and intelligence for the NCTC. Unless directed by the President the agencies will be required to send in terrorist reports. SECTION VI: The National Counterterrorism will have the right to set classification levels to view files within the NCTC. The NCTC will also recognize SSO clearances. Confidential shall serve as the lowest ranking clearance and FOIA requests are allowed to be submitted to confidential files. While Top Secret-ECI will serve as the highest ranking clearance within the NCTC. FOIA requests will be limited within the NCTC to remain classification within the agency. SECTION VII: Since NCTC will be providing the United States with counterterrorism, the NCTC will require clearance to all United States federal buildings. Access into NCTC ranks will be very limited and very hard to achieve. Since we will be fighting terrorism before it happens we need agents that are trusty, professional, mature, and skilled. The NCTC will have a different system for entry within the ranks. Agents will be required to submit an application and be nominated for access. After the are accepted they will need to pass the NCTC academy or tryout. NCTC agents will be required to be active as possible. Aye This may not go through, I recommend scaling down the power of the NCTC slightly. To the rest of my fellow congressman, something can be better handled when there is an agency which is specifically tailored to that purpose.
