Where in this thread does he give the war council the power to declare war? It is simply an advisory committee for times of war and dire situations. Besides, he maintains the power to deploy troops and engage in combat for up to 90 days as commander in chief anyhow.

This isn't against the constitution, nor does it infringe on congress. It's as uncontroversial as it gets. [2]
