Where in this thread does he give the war council the power to declare war? It is simply an advisory committee for times of war and dire situations. Besides, he maintains the power to deploy troops and engage in combat for up to 90 days as commander in chief anyhow. "In the event of War being declared, the President and the War Council has the power and responsibility to deploy the troops and operations at the best interest of the United States of America.” This isn't against the constitution, nor does it infringe on congress. It's as uncontroversial as it gets.
