Here's my two cents:
I personally think that the S&I system is oversaturated to the point that no actual productive suggestions can get done. Anytime a mod stumbles across a thread and read and respond with positive feedback, and that suggestion gets developed is STRICTLY by chance. In fact, that probably hasn't happened in two years (the only time it happens now is if they stumble upon it and see the whole front page suggesting the same idea or a thread title that they take offense to; and they STILL usually don't listen).
That's why I think that their should be designated mods that you can pitch ideas to by clicking "Request Pitching Session" from their profile.
This session basically works like a party chat, where you can invite more people or keep it between you, and the mod can do the same. It doesn't need to happen regularly, in fact it can be accepted only every once in a while, but with this at least we could get somewhere.
Basically what you would do once you're in the Pitching Session is tell your idea, and use any threads, images, etc to get your point across and put them in a position where they need to respond, positively or negatively.
Mods can turn Pitching Sessions off and block certain people from being allowed to pitch.
This way we can actually make attempts to come to them since they can't really wade through all the non-interesting threads in S&I.
