Allow group names to be changed

Rather than the ordinary 1,000 R$ that it costs to change one's username, changing a group name costs 5,000 R$ (also, unlike usernames, can also be bought with tickets based on the current trade currency rate). It can be bought using group funds. Also, text should put in that shows "this group's name has been changed" upon changing the group's name. Support?

The mods already said no to this idea, if you joined a group called "Fast Warriors" I'm pretty sure you wouldn't want it changed to "Kitten Lovers". That's what a mod said before.
