The one problem is, hat makers would be the kings of the catalog, the hat market would be incredibly small, imagine all the profits? The only competitor is ROBLOX, and ROBLOX overprices everything.

I think a reason people can't make hats, is because people copy Shirts and T-Shirts made by other players with only a small modification as a dot so it isn't totally copied. People would do the same with crazy expensive limited hats. Maybe it would only be that ROBLOX would choose a few people that are just players and developers of games that could make their own hats that don't actually work for ROBLOX. Otherwise, if people could make hats, people would copy others all of the time.
