I just got a mastercard giftcard from a friend who is from canada. It has 15.55 USD in it. I'm trying to buy BC but it says Transaction Declined by Bank. I have done nothing but teleport bread for three days.

You cannot use a MasterCard Giftcard. You may use your parent's credit card with permission, or your credit card. Maybe the bank is not accepting your card.
