1) Introduction
This thread explains the details of being a law enforcement official in Palermo, from traffic officer to secret service. This is basically a set of rules that must be abided or the person ends up suffering the consequences. THE PALERMO NATIONAL POLICE DEPARTMENT IS NOT A ROLEPLAY GROUP.

2) Basic Rules
• Always follow instructions of your higher ranks - when given an order to do something, you must do the order. The only time you shouldn't do an order is when the instruction seems silly or just unacceptable, like being ordered to crash a car into a building.
• Corruption is not allowed - This is self-explanatory, forms of corruption include: Not doing a task unless you are given monetary things for personal gain, doing forbidden actions, pulling people over for a bad or no reason, constantly searching people without warrants (4th amendment: search and seizure), being part of a criminal group, committing discreet crimes, admin abusing, etc. Corruption of all forms is not allowed, period.
• Brutality is inhumane - Unless you are deep within a life-threatening situation that threatens you or others, harming others is not permitted. Don't beat, shoot, pepper spray, stun, admin abuse, or run over a person just because you feel like it. It's not acceptable.
• Keep watch of lower ranks when a high rank is not around - in case things get out of hand and an HR is not present, the person(s) that are the highest ranks in the current server are responsible for lower ranks until an HR arrives.
• Immediately report suspicious activity or rule violations to an HR.
• The law is still the law - Doesn't mean you are a cop, it doesn't grant you the right to break Palermonian laws. Other officers can arrest you if you are breaking the law.

2) Weapons and Use of Force
The standard issue patrol weapons for the PNPD are the baton, taser, pepper spray, Glock 17, and the Mossberg M590.
Proper use of force can lower the loss of life. During each situation, you must know the correct force to use. Using the wrong type of a force can cause problems and lead to consequences.
• Brandishing firearms - Brandish means to show off an object in an intimidating way. Guns should not be in your hands in your usual patrol unless you are patrolling government buildings or other areas with security checkpoints. Pointing a gun around and sticking it in people's faces will immediately get you demoted, repeated offenses is an exile. Discharging it while normally patrolling for no reason or for a bad reason at all immediately gets you consequences.
• Arming others - Never ever arm a non-law enforcement official without proper approval from HRs. There must be a legitimate reason to arming civilians. When allowed or prompted to arm a citizen, only a taser and a handgun must be given, nothing else at all.
• Leaving weapons unattended - simply dropping weapons and leaving the area increases the chance of a crime happening. Civilians who wish to obtain firearms must get them from government-approved shops, not off the street. All weapons must be attended.
• Choosing the right weapon - During a life-threatening situation where chances of injury or death is moderate to high, the right weapon must be chosen. For example, a pistol is not capable for a high priority situation like active shootings or an assault rifle not capable for lower yet, life-threatening situations such as high speed racing. Shotguns are given for normal patrol; unlike pistols, shotguns are stowed away discreetly in the police vehicle for most of the time (or simply tucked away in your inventory since this is ROBLOX).

3) Vehicles
The PNPD has various vehicles for many occasions. From normal traffic patrol to off-road driving, or even high performance rapid response. Aerial and water vehicles are included.
• Driving like a normal civilian would - Always follow the road signs and speed limits when driving out on-duty. Doing so would allow you to maintain control of your car and keep others safe.
• Roadkill and hit & run - Running over people or other things is not permitted. If you accidentally strike another person or something you must immediately stop your vehicle and call for help unless the person is still able and can continue on normally. If you hit an object like a sign and it gets knocked down, you must call public services to come and fix the sign. If you hit something with your car, running off is not permitted, you must be at the scene.
• Extreme speeding and racing - Speeding on roads or racing is not allowed unless approved by members of the High Command (the people above HRs). Doesn't mean you get to drive a high performance vehicle (or any vehicle at all) doesn't grant you the right to travel at dangerous speeds.
• Air vehicles - Helicopters are flown by highly trained members of the PNPD. Helis should not be abused in any way and must follow Palermonian Airspace, IATA, and ICAO regulations on operating the aircraft. They must be flown correctly and safely as if you are flying one in real life. Landing the helicopter properly and securing the helipad are must-do's.
• Water vehicles - Palermo, the nation of boats. Boats are the most popular form of transport along the coastlines of Palermo. However, they must be operated correctly. The operation of a boat is similar to a car, so little or no training is required. Boats must not exceed high speeds when close to shore or near other boats obstacles. All boat operators must be aware of swimmers.

4) Consequences
There are a few consequences for the PNPD when a rule in this conduct code or a law is violated. Repeated offenses or stronger violations lead to tougher punishments. The 2 highest punishments are deportation which is exiled from ALL Palermo-related groups and imprisonment or a long-term ban from Palermo-related places; the most severe being execution (only when highly extreme offenses are performed)
• Warning - this basically a slap on the wrist, only for very minor offenses.
• Suspension - Temporarily expelled from duty, this for slightly stronger offenses.
• Demotion - When a person performs a strong offense, they are dropped down certain number of ranks depending on severity. If they are a Police Officer (the very first rank), they'll receive retraining and a long-term suspension.
• Exilation - Usually for intense violations, this is where the offender is booted out. Once kicked out, chances for reenlistment are very slim.
• Imprisonment - when a felony is committed, the person is exiled from the department and put into imprisonment in the main group.

5) Ranks and Restrictions
• There are 12 functional ranks (plus the Suspended rank and you get 13 ranks) in the PNPD.
-Low Ranks: Police Officer, Corporal, Investigator, Sergeant
-Middle Ranks: Lieutenant, Captain
-High Ranks: Major, Colonel
-High Command: Commander, Assistant Supervisor (Chief of Police)
-Assistant Superintendent
-Commissioner
-[X] Suspended (the "chair in the corner" rank of the group)
• Never ask for a promotion, promotions are earned not given. If you ask for one, it'll dramatically reduce your chances of getting one.
• If you are Suspended, you are to stay off-duty and OUT of uniform.
• Firearms will not be given to Police Officer and Corporal for security reasons, unless an exception is declared. Instead, they will start out with just a radio, baton, and taser. (This rule is effective once PNPD reaches 10 members).
• There are certain things reserved for certain ranks.
• If you are demoted, you will lose the benefits that were given from the ranks above you.
