Because they're not violating a rule by visiting a public forum.
The admins can't ban a forumer on a whim because they've been flagged as a troll. If they were to start banning trolls, they would have to come to a consensus on just what a "troll" is, which could spark controversy because we all define "trolling" a little differently. |

Probably because of the sheer amount of reports they receive on a day-to-day basis. And, they can't very well monitor every game. But that's where you come in. Send a report, and they'll eventually get around to it. Granted, their system isn't perfect, but it works well enough. |

Seriously though.
We expect too much of the mods.
There are thousands-maybe even millions playing the game. It's kind of hard if the majority is reporting and the Mods (A small group) have to file through them.
I would just do:

*ban all checked* |

The problem is that even when we send reports, they don't take actual time to check them like they used to. It has become a serious issue and, regardless of what measures need to be taken in order to do this, it needs to stop so that the younger audiences can enjoy a place where grammar isn't necessary, i.e. the forums.
And regardless of whether they get to it or not, it takes them far too long. Their jobs are literally to do NOTHING other than comb the site and make sure that the rules are known and followed. |

If they need more people, they clearly need to recruit more people.
This site has grown to tens and thousands. If a group of like, 5 mods isn't enough, hire more.
They need a LARGE team of both forum and game mods.
They take way too long to deal with offenders, and they take way too long to delete p.orn posts. They are taking TOO long for everything. |

Roblox has expanded its target audience in the past few years. Hence why mildly violent fighting games and mild language are permitted. |
