ROBLOX isn't made of money. There's a reason why there are certain restrictions, such as how much you can cash out, when you can cash out, and having to have OBC lifetime to do so.
It's usually those in RBXDEV (official group, not the thousands of kids who make it and put as their primary to make them look cool or skilled) that take their job very seriously enough to make a great game to make enough money to cash out and even have the money to cash to do the trades.

that's what makes this special, because
A) It's not a feature everyone is going to be able to use. I for one will never have the chance to use it because i couldn't even script in a dog bone to save my life. It's limited to such a number that shows the ones successful in their games and the fact that they get rewarded. They don't have enough money to give such a feature that much access, but enough for those who reach the requirements.
B) Big time money makers like Dued1, Litozinnamon and Shaylan007, Daxter33, Gusmanak and Zolarketh, Placerebuilder, and Ripull are people who definitely have more than 100K to trade for real cash. They are the good side of success. People like Julius are not invited (for obvious reasons), so at least ROBLOX has common sense in who gets rewarded.

There are some small-time forumers i've seen in mid 2014 that started game-making for the tx, but later decided that they enjoyed their creation, and was happy that a community was created from it as well. That may not be everyone's cup of tea, but for the most part, it's what a lot of smaller time game devs enjoy. If they wanted a shot at being in RBXDEV, then they definitely have a chance.

TL;DR: If you know that roblox doesn't have have that much money, then that's enough reasoning. They aren't made of cash. The people currently using DevEx have more than 100,000 to cash out, which is why that's also the minimum requirement. No support.
