Most groups on ROBLOX use application systems in-game or off ROBLOX. It is very difficult to do this. So maybe applications can have its own system where you make it on ROBLOX, with it's own moderation system? Support but, there should be a limit on how much applications an user can send in a certain amount of time. From a small seed a mighty trunk may grow.
