I dont. I ran a security scan on my norton, there was no viruses..

This kind of thing isn't detectable by any antivirus I know of. Yes, it is adware. You can download AdwCleaner, which I actually used on my laptop and desktop, since one of my friends downloaded a game and didn't uncheck all the malware downloads... https://toolslib.net/downloads/viewdownload/1-adwcleaner/

Go to Chrome Apps and download Adblock. If you have this ad called "StrongSignal", go to Chrome Settings (Click the three bars on the right> and click Settings) and remove all apps related to StrongSignal.
